To the Government.
 
We are deeply concerned about the development in Afghanistan which has gone from bad to worse.

Actions of war are increasing. And civilians are affected badly. The warlords have strengthened their power, now being a part of the central state authorities. Trafficking of narcotics is growing. Talibans power is increasing, helped by the conduct of the foreign troops.

Instead of contributing to a solution, they have become part of the problem. It’s a war against all odds.

ISAF-forces were initially justified on the grounds of being in defence of civil purposes.

Their character has now changed. ISAF collaborate closely with USA-led Operation Enduring Freedom; doing away with any grounds for maintaining a dividing line between offensive and stabilizing forces. The intentions of the ISAF-operation has changed considerably since the Soria Moria-declaration.

For this reason, Governmental support ought to be reconsidered.
 
The signatories request that the Government should have as its aim to influence NATO toward expediently changing its strategy and end all offensive warfare.

If this end is not attained, the Norwegian forces must withdraw from Afghanistan.
